Ch'i-ying and Huang En-t'ung to Davis. Proclamation exhorting Cantonese to be reasonable about entry question, issued at behest of Davis, has been torn to pieces by Cantonese. Prefect of Canton has been attacked and his yamen ransacked and burnt down because of rumour that he has British guests in his yamen. If Britons enter city there is no guarantee for their safety, nor indeed that of Chinese officials in city.
