Ch'i-ying to Davis. Undertakes not to cede Chusan to any Power after it has been returned by Great Britain. Is prepared to come to secret agreement to this effect if public agreement is undesirable. Has done all he can about British entry into Canton city. Has ordered local officials, as requested by Davis, to have troublemakers paraded through streets of Canton.
