Description

Ch'i-ying to Davis. According to treaty, Chusan must be returned to China upon full payment of indemnity. Is surprised that Davis has not acknowledged notification that last instalment of indemnity is ready for collection. If transfer of this money takesplace after the date it is due, the fault does not lie with China and no interest should be charged. Entry into Canton city is not provided for in the treaty and Davis cannot demand it on the ground that he has been instructed by London to do so. A treaty will be meaningless if terms may be added to it or taken out of it according to one's instructions. On 28 Nov 1845 and again on 17 and 16 Dec 1845, groups of Britons, brandishing pistols, tried to force their way into the city; they must be restrained.
