Ch'i-ying to Davis. Reports that local officials were preventing tea from going to Shanghai and channelling it to Canton as before, are unfounded. Will investigate allegations that certain Chinese merchants monopolised sale of iron and cassia bark, and that foreign textiles are taxed in north Kwangtung.
