Ch'i-ying to Davis. Will investigate allegation that Chinese officials in Kowloon were bribed to allow Americans to build houses there. Has notified U.S. Minister, Mr. C. Cushing, of this American violation of treaty. At Cushing's request, has given Americans four months to evacuate Kowloon. Asks Davis to evacuate any Briton who might have participated in same building programme.
