Ch'eng Yü-ts'ai to Pottinger. At behest of Pottinger, Cantonese authorities have decided to exempt foreign ships importing rice (and nothing else) to China from all taxes, and to exempt them from half of tonnage dues when exporting goods from China. Authorities in other treaty ports have been notified of decision.
