Ch'eng Yü-ts'ai to Pottinger. Since 1841 Britons have been building houses, roads and bridges in Nan-ao. They also keep horses, and are visited periodically by foreign ships. Now that treaty has specified five ports for foreign trade and residence, Britons should be ordered to leave Nan-ao.
