Pottinger to Ch'eng Yü-ts'ai. Requests Ch'eng to confirm treaty provision according to which British vessels may import rice to China free of tonnage dues and taxes, and leave free of same if they carry no exports, or enjoy half tonnage dues if they carry exports.
