Ch'eng Yü-ts'ai to Pottinger. Colonel of Ta-p'eng reports that Royal Navy has built ten chimney-like stone structures on various hill-tops in P'u-t'ai-shan area, intending them to be landmarks for navigation. Royal Navy has no right to do this in Chineseterritory.
