Huang En-t'ung to Pottinger. Canton Customs Office and Kwangtung Provincial Treasury are separate departments with different standards set by Ministry of Finance more than 100 years ago and each paying into Ministry according to its own standard. Merchants pay taxes according to Customs Office standard and peasants according to Treasury Standard which is lower. If Pottinger insists, will pay indemnity according to Customs Office standard.
