Ch'i-ying to Pottinger. Agrees that in Amoy, goods not unloaded from foreign vessels need not pay any tax; in Shanghai and Ningpo a similar rule is coming into operation. To inspire respect for the treaty, it is best that Britons do not begin living in Ku-lang-hsü as treaty does not provide for this. Excursion from Amoy to Chang-chou must not be repeated as this is breach of treaty.
