Huang En-t'ung to Pottinger. Has been instructed by Peking to pay instalments of indemnity according to standard fixed by Ministry of Finance. This standard is higher than silver delivered to Canton from rest of country and his department has to supplement this deficiency in weight to the order of 12,000 taels. Now Pottinger's demand to use commercial standard in Canton, which is still higher, will cost his department further 10,000 taels.
