Acting Colonel Shen Chen-pang of Ta-p'eng to Pottinger. Three men admit that they picked up sixteen bags of spices floating in the sea. A fourth man admits having bought all sixteen bags of spices from them. A [pirate-suspect] has been arrested near Macao. All five men will be interrogated together in connection with the plundering of Lorcha [No. 11] which was loaded with spices. The sixteen bags of spices recovered are delivered herewith.
