Ch'i-ying to Pottinger. Asks for explanation of Captain Hope's letter to Intendant at Shanghai, specially the term i-shih [emergency situation]. Encl. Copy of two letters from Captain Hope to Intendant at Shanghai: has posted man-of-war to mouth of Yangtze River to stop illegal trade in cities of the delta, 15 Apr 1843; has decided to withdraw man-of-war from Yangtze because of "emergency situation", 10 May 1843.
