Ch'i Kung to Pottinger. Is pleased with Pottinger's proclamation prohibiting Britons entering villages in Whampoa area and with promise to post Vice-Consul there to control British sailors. Agrees to set up market in Whampoa to make it unnecessary for sailors to wander into villages on purchasing expeditions.
