Liu Yün-k'o to Pottinger. Has received two letters forwarded by I-li-pu: one in English which no one can read, and the other in Chinese. Agrees to issue proclamation to the coastal areas of the coming of two surveying ships Plover and Stirling and to exhort co-operation.
