Pottinger to Ch'i Kung. Has arrived at Hong Kong on 2 December. Is shocked to learn that foreign factories in Canton were attacked, plundered and burnt on 7 December. Demands apprehension of offenders and offers to send troops to help. Also demands compensation for losses. Encloses two copies of proclamation about massacre of shipwrecked sailors in Taiwan.
