Pottinger to I-li-pu. Chinese commanding officer in Taiwan massacred shipwrecked British sailors and told Emperor that he had killed them in action. Regrettably Emperor endorsed this mis-representation. Requests I-li-pu to inform Emperor of the true story, or he will sail to Tientsin to communicate with Peking directly.
