Liu Yün-k'o to Pottinger. Cannot request Emperor, as Pottinger desires, to send Ch'i-ying to Canton to negotiate Supplementary Treaty. It is unlikely that Emperor will change his mind, and Pottinger should not delay his departure for Canton any longer. Will order release of any British or Indian soldier still in captivity, but cannot use yellow paper to publicize such an order as yellow paper is reserved for exclusive use by Emperor.
