Pottinger to I-li-pu and Liu Yün-k'o. Apart from Canton, other treaty ports may not be opened for foreign trade until trade regulations are formulated and Consuls appointed. Agrees that Chinese serving in Royal Navy should not be taken to distant lands against their will, and that they be returned to their native lands if they so wish.
