Intendant Lu Tse-ch'ang of Ning-Shao-T'ai to Pottinger. Inhabitants of Ting-hai have petitioned for Chinese Magistrate to be sent there to keep peace as British occupying forces are unfamiliar with local conditions. Suggests that such Magistrate be appointed to station at Kan-lan, twenty miles from city of Ting-hai.
