Pottinger to Ch'i-ying. Suggests that Ch'i-ying should approach Emperor for re-appointment as Imperial Commissioner to enable him to go to Canton to negotiate Supplementary Treaty, and for publication of public pardon of Chinese who were in any way connected with British authorities.
