Ch'i-ying et al. to Pottinger. Are pleased to know that notice at Chen-chiang was not put up by British officer. Customs duties fixed by Ministry of Finance will be widely publicized to forestall exactions. Offences big or small committed by Chinese inhabitants of Hong Kong should be dealt with by Chinese official to be stationed at Kowloon, otherwise objections from Chinese courtiers may jeopardise negotiations for peaceful settlement.
