Niu Chien to Pottinger. Nanking has been impoverished by floods and war. Six hundred thousand taels is maximum it can afford. Offers one million dollars as present to British forces but not as ransom, as ransom is an improper term. Sum of three million dollars demanded as ransom will be impossible to meet; if Pottinger insists, Niu Chien will be punished in same way as Ch'i-shan by Emperor.
