British Plenipotentiary Sir Henry Pottinger to Chinese Minister for Foreign Affairs. Demands Imperial Commissioner of status equal to his be despatched to negotiate treaty. Encl. Chinese version of Palmerston's letter, 3 May 1841. H.M. Government has ordered occupation of Chusan until all demands are met. Elliot has returned Chusan contrary to orders and is recalled. Pottinger is new Plenipotentiary and will proceed to re-occupy Chusan. It will be useless to resist.
