Elliot to Ch'i-shan. Encloses draft treaty. Requests date and place of meeting to sign it. Encl. Chinese version of draft treaty: (1) Chinese government will protect British merchants; (2) Chinese and British officials of equal ranks will correspond with one another as equals; (3) Hong Kong Island will be ceded to Great Britain; (4) rules of extradition will be observed by both parties; (5) indemnity and debts must be paid within three years, whereupon Co-hong monopoly will be abolished; (6) Britons caught smuggling opium must either be handed over to British authorities or be deported, although their vessels and goods may be confiscated by Chinese authorities; n.d
