C. Elliot to Ch'i-shan. Will take Hong Kong and Chien-sha-tsui [Kowloon] instead of Sha-chiao; if allowed Hong Kong and Kowloon, will waive demand for other ports for trade. Canton must be re-opened before evacuation of Ting-hai.
