C. Elliot and Bremer to Kuan T'ien-p'ei. Set out terms for truce: (1) Sha-chiao, now under British occupation, remains under British control as a place where Britons may live and trade; (2) Canton be re-opened as a port but trade should henceforth be conducted at Sha-chiao; (3) customs duties be levied at Sha-chiao instead of Whampoa; (4) present programme to build new forts or re-arm existing forts be stopped; (5) previous agreement with Ch'i-shan about indemnity, opening of new ports and evacuation of British forces from Ting-hai etc. be honoured. Will resume war if there is no reply from Ch'i-shan within three days.
