Description (What the record is about)

G. Elliot to Viceroy Ch'i-shan of Chihli. Has been appointed Joint Plenipotentiary with C. Elliot. Has attempted to deliver letter at Amoy to be forwarded to Peking but was fired upon by Chinese soldiers. Has again attempted to do so at Ningpo but Chinese authorities have refused to forward it. Is now in Peiho and hopes Ch'i-shan will forward it.
