Colonel Li of Ch'eng-hai [Ch'ao-chou area] to C. Elliot. Transmits edict by Lin Tse-hsü and Teng T'ing-cheng: reject Elliot's request to be allowed to live in Macao while waiting for instructions from home, as Elliot has refused to sign opium bond or to hand over murderers, has prevented foreign merchants from engaging in legal trade, and has fired on Chinese war junks.
