Lin Tse-hü and Teng T'ing-cheng to C. Elliot. Reject Elliot's suggestion to replace signing of opium bond with careful search of each vessel coming into port. Demand report on Britons who shot dead one Chinese (Li Hsiang-hsien), wounded three and cut hair of seven on 26 Sep 1839. As opium smuggling is again rampant with Hong Kong as a new centre of distribution they are preparing to attack British vessels gathered there.
