Acting Sub-Magistrate Liu K'ai-yü of Fo-shan to C. Elliot. Transmits edict by Lin Tse-hsü and Teng T'ing-cheng: are pleased with Elliot's performance in surrender of opium; will write separately transmitting Imperial Edict of amnesty; all empty hulks will be rewarded with tea so that an alternative living may be found on returning home.
