Chu-erh-hang-a to C. Elliot. Transmits edict by Lin Tse-hsü and Teng T'ing-cheng: return letter which Elliot wrote to his deputy Johnston asking Johnston to wait for instructions if in doubt; such a letter would delay process of handing over opium at Hu-men. Foreign sailors in hulks are pleased with [Chinese] presents of cows and foodstuffs.
