Germany: increasing numbers of wounded arriving, especially from east, 12,000 en route from Hanover and Kessel authorities in Westphalia to make accommodation available, Feb 20.
Order from Hitler to all CinCs, GOCs and Divisional Commanders to report to him decisions proposed in good time for him to countermand if necessary, Jan 21.
