France: German secret service reports meeting of French Council of Ministers to consider Laval proposal for recognition of state of war with Allies, Nov 16.
North Africa: delivery of fuel to Barce not practicable because of proximity of Allied forces, Nov 15; retreating Panzer Army attacked by Allied bombers, Allied forces not advancing in expected direction.
North Africa: GAF airfields lacking flak protection; Lederer Division occupied high ground to west and northwest of Bizerta, closing all approach roads and railway.
