Administrative / biographical background

The Independent Parliamentary Standards Authority (IPSA) was created by the Parliamentary Standards Act 2009 as an independent body to provide scrutiny and review of the allowances scheme for Members of Parliament. Upon its creation, the IPSA took over some functions previously undertaken by the House of Common's Fees Office, as well as some of its staff who had previously undertaken these functions. The IPSA became operational in April 2010.

The establishment of this new body put in place a new independent system for the payment of salaries, allowances and expenses for Members of Parliament and also saw the introduction of a new code of conduct for MPs' financial interests. The IPSA also supports the Commissioner for Parliamentary Investigations, in cases where an MP is paid an allowance it is suspected they should not have been, or may have breached the code of conduct. Following revisions to the Parliamentary Standards Act in April 2010, the IPSA was also given responsibility for setting the level of MPs' salaries.
