This volume contains six collections of papers formed by Chief of the Staff Vice Admiral Sir Henry Oliver for the period 1915-1917 and kept by him. The papers mainly deal with questions of Naval strategy and disposition as affected by relations with Foreign Powers, Allied and Neutral. Selected presumably on account of their confidential nature as well as for convenience of reference it must not be supposed they represent exhaustively either the material at his disposal or the subjects dealt with or the complete contents of Sir Henry’s safe.
