Description

This series consists primarily of economic advice and briefings provided by Dr Thomas (later Lord) Balogh to the Prime Minister and other ministers in his capacity as economic adviser. The material covers a diverse range of aspects affecting the economy and can be categorised into four subject groups:

Economic strategies and forecasts; organisation of HM Treasury; development of the presentation; and compilation of economic statistics.

International issues directly affecting the UK's balance of payments; trade restrictions; Middle East oil prices and Rhodesia.

Problems Balogh faced within Whitehall.

Administrative / biographical background

As part of the 1964 Labour government's policy of strengthening the services provided by the Cabinet Office to the government as a whole, Harold Wilson appointed Dr Thomas Balogh in October 1964 to the staff of the Cabinet Office. Balogh was to provide advice on economic questions with particular reference to external economic policy. He carried out his duties as economic adviser with direct access to the Prime Minister and with the right of attendance at appropriate Cabinet economic committees. Balogh had been concerned in a wide variety of economic research both at home and overseas since 1931.
