The Panel on Security Arrangements in Government Departments was established in January 1942 following discussions about security breaches between the Prime Minister and the Cabinet Security. Under the general superintendence of the Lord President and the chairmanship of the Cabinet Secretary, the Panel's advisers included the Departmental Security Officer of the Cabinet Office
