In July 1940 the Arandora Star was torpedoed by a German submarine. More than 800 people were killed, many of them Italian civilians being deported to Canada.

During May 1940 the War Cabinet had under consideration action to be taken should France fall out of the war, one of the recommendations of the chiefs of staff being strong security measures within the UK including internment of enemy aliens and members of subversive organisations.
The Prime Minister established the Home Defence (Security) Executive (HD(S)E) on the 27 May, consisting of representatives of the Home Office, the Commander-in-Chief, Home Forces, the Security Service and the Secret Intelligence Service, and Lord Swinton was appointed Chairman. The Executive was empowered to consider all questions relating to defence against the Fifth Column, and to initiate action through the appropriate departments. Its title was changed to the Security Executive (SE) in October 1941.
