The Overseas Defence Committee existed before the Second World War as a sub-committee of the Committee of Imperial Defence. From September 1939, it became a committee of the War Cabinet with largely the same terms of reference except that it was not required to deal with any matters connected with operations, any questions affecting territories in which control had been transferred to the Service Department, or any detailed consideration of Local Defence Schemes. The Committee continued to meet until March 1942, with meetings composed of the directors of plans and representatives of the service departments, chaired by the Colonial Office, variously Sir John Shuckburgh (the Deputy Under-Secretary of State), Sir Cosmo Parkinson and Sir George Gater (both Permanent Under-Secretaries of State).
