The Joint Planning Committee was appointed by the Committee of Imperial Defence (CID) in 1927. It supported the Chiefs of Staff Committee (COS), allowing the Chiefs of Staff to exercise properly their joint responsibility for advising on defence policy as a whole. The members of the Joint Planning Committee were the directors of plans of the three services. In 1936 they were re-inforced by three officers drawn respectively from the Navy, Army and Air Force.
The minutes and memoranda were circulated to members of the Committee, to members of the COS, to the Prime Minister, and to other ministers and officials as required.
