The Chiefs of Staff (COS) Committee was established by the Committee of Imperial Defence in 1923 following the recommendations of the Salisbury Committee on National and Imperial Defence, and approval by the Cabinet in November 1923.
The function of the COS Committee was to keep the defence situation under review, to ensure the co-ordination of defence preparations, and to advise the CID on questions of sea, land and air policy, as well as on defence policy as a whole.
