The Washington Conference was called in November 1921 to discuss the twin issues of naval disarmament and diplomatic relations in the Far East and Pacific. In February 1922, the British Empire, USA, France, Japan and Italy signed a treaty for a ten year naval holiday on the construction of capital ships. A nine-power treaty was also signed on China, continuing the American 'Open Door' policy. The British delegation was led by Arthur J. Balfour.
