Administrative / biographical background

The Committee on the Co-ordination of Departmental Action on the Outbreak of War was established in 1911 as a principal standing committee of the Committee of Imperial Defence. Its main function was the preparation of a War Book, a comprehensive list and codification of the individual actions and responsibilities of service and other departments in the event of war becoming imminent.

The committee established sub-committees and co-opted individuals from spheres outside government and the services as necessary.
