From the establishment of the CID in 1902, it was the practice that as well as keeping full minutes of the meetings, the secretary would keep and file separately memoranda for consideration by members. In 1908, at the 99th meeting of the CID, it was established that both minutes and memoranda circulated to the Sovereign and to all who had been present at the meetings, would be returned to the Secretary, apart from copies sent to officials who passed them on to their successors in office.
