The clerk of the Crown wrote and prepared all commissions for the king's service which passed under the great seal. Under the provisions of a series of acts passed between 1708 and 1806, commissioners could be appointed to effect the purchase of land in the vicinity of docks and gunpowder magazines when it was required for the construction of fortifications. In case of dispute as to the ownership and value of the land to be surrendered, the commissioners were empowered to empanel a jury of local people to decide who possessed title to the land and the appropriate price.
