Sardinia. Legation at Turin. Private correspondence. One letter from Sir James Hudson, envoy, to Lord John Russell, foreign secretary, enclosing F.A. Gualterio's memorandum, dated Cortona, Tuscany, 21 Dec. 1859, on the future of the Roman states of Umbria and the Marches. ("Memorandum per Le Provincie Romane al Congresso Europeo" addressed to Lord John Russell.) The memorandum was prepared for submission to the proposed European congress, had this taken place. Sir James Hudson's letter refers also to Count Marliani's forthcoming mission to London and to L.C. Farini's instructions to him to promote the cause of annexation of the central Italian duchies to Piedmont
