VOL. 17A Summary of Contents. Political and miscellaneous correspondence. Politics and government: J.R's correspondence with and tributes from Gladstone, Granville and others of both parties: "..... I look upon you as my oracle and master" (Gladstone, fs. 241-6); J.R. opposes abolition of army commissions by purchase (Royal Warrant, 1871 July 20) and voting by ballot (Act 35 & 36 Vict. C.33 1872). Correspondence: E. Cardwell; Lords Granville, Grey, Derby; W. E. Gladstone; Sir G. Grey and others. Foreign affairs: The Eastern question: Dean Stanley's dissertation on the "relative merits and demerits of the Eastern and Western churches" (fs. 54-7). Black Sea conference (1871 Jan.-Mar.); question of a European commission for the Danube. Uprising in Bosnia and Herzegovina against Turkish rule: signed address from 28 members of the National Assembly, Belgrade, to J.R. "..... the barbarian oppression of which (we) are victims" (fs. 340-1); Sir H. Elliot is "so much distressed" by J.R's support of the "Herzegovine insurgents" (fs. 346-51). Rollo Russell notes that J.R. had become convinced that "the time for upholding the rule of the Sultan (in Turkish Christian provinces) as a cardinal principle in our policy (has) passed" (fs. 342-3). Correspondence: Lord Granville; Dean Stanley; Sir H. Elliot; Lady Russell and others. Foreign affairs: U.S.A.: the Alabama claims. J.R. opposes arbitration; he is concerned about his and Palmerston's reputation; Lord Granville's assurance on this point (fs. 138-45) and Argyll considers that J.R. has "..... taken too personal a view on the whole matter" (fs. 167-78). The Queen questions whether J.R. should "weaken" the government (fs. 125-6). Treaty of Washington signed 1871 May 8; claims referred to arbitration. Correspondence: J.R.; Sir R. Palmer; R. Lytton; Lords Granville, Derby, Grey; the Queen; Hon. G. Elliot; Duke of Argyll; W. E. Gladstone; John Forster. Foreign affairs: Russia and the Central Asian question: Lord Granville considers that "she is not to be trusted" (fs. 210-13). Foreign affairs: Spain: abdication of King Amadeus and republic proclaimed (1873 Feb.) Granville considers that Spain is in "a hopeless state" (fs. 214-17). Foreign affairs: Germany and France: Odo Russell considers that "Germany has become invincible and can turn out an Army of one million men in ten days" (fs. 218-21). Foreign affairs: Germany and Rome: the new ecclesiastical laws introduced in Berlin (1873) "..... our defensive warfare against the priest-hood" (Bismarck, fs. 276-7). J.R's support for the German policy (fs. 253-61). Correspondence: J.R.; Archbishop of Canterbury; Count Munster; Odo Russell; Prince Bismarck. Foreign affairs: France: Granville's assessment of the new French government (fs. 224-8). Colonial affairs: Canada: Lord Dufferin's report "..... we are most prosperous" (fs. 290-5). Education: Benjamin Jowett refuses ecclesiastical preferment and is appointed master of Balliol (fs. 288-9). Personal: Rollo Russell leaves the F.O.: Granville's regret (fs. 237-40). William Russell joins his regiment (fs. 276-7). Publication of J.R's "Recollections and Suggestions (1875). Thanks for gift copies and praise from Lords Cairns, Carnarvon, Derby, Selborne; the Queen; Marco Minghetti and others. J.R. declines Lord Granville's dinner invitation "for 82 reasons"; he will continue active support for the party in the House of Lords (fs. 312-13).
