VOL. 16F Summary of Contents. Mainly political correspondence. Politics and government. W. E. Gladstone's close political relationship with J.R.: Gladstone describes his cabinet as"..... the most laborious I have ever seen" and himself as"..... an oldhack, and what is called groggy" (fs. 152-5). House of Lords: question of reform; Gladstone considers that it should be kept"out of the vortex of party" (fs. 52-7). John Forster's"genuine pleasure" on reading J.R's speeches on the Irish church and life peerages bills (fs. 96-7). Death of Lord Clarendon (1870 June 27); his last letter to J.R."..... I am so ill and exhausted" (fs. 191-3). Lord Granville as foreign secretary:"..... I have indeed fallen among thorns" (fs. 205-8). Correspondence: J.R.; W. E. Gladstone; Lords Clarendon, Granville; John Forster; John Bright and others. Education: preparations for education bill (Act 33 & 34 Vict. C.75 Aug. 1870): Gladstone considers that the bill involves"principles of vast sweep and much novelty" (fs. 152-5). Correspondence: J.R.; W. E. Gladstone, W. E. Forster; Edward Baines; Bishop of Winchester and others. Bishop Temple's opinion of his successor (Hayman) as headmaster of Rugby"..... a Conservative ..... of distinctly inferior stamp ..... not even secondrate" (fs. 118-19). (Note: the Revd. H. Hayman was dismissed from his post in 1873). Defence: state of the navy. Correspondence: H. C. E. Childers (fs. 40-3). Ireland: Irish church disestablishment; preparation and discussion leading to Act (32 & 33 Vict. C42 July 1869). The Irish land question: preparation and discussion leading to Act (33 & 34 Vict. C46 Aug. 1870). Lord Dufferin's fears of new doctrines recognising the"..... inherent rights of Celtic occupiers ..... countenanced by persons of such authority as Mill and others" (fs. 28-9; 32-5). Irish national education: question of allocation of released church funds; J.R's proposals (fs. 121-2). Correspondence: J.R.; W. E. Gladstone; Lords Granville, Dufferin; A de Vere; Sir J. D. Coleridge; Col. F. Romilly and others. Foreign affairs: Italy: Rome. Odo Russell considers that"..... the permanent french occupation" has arrested"the natural development of the Roman question" (fs. 1-12). Foreign affairs: France: Lord Clarendon's description of his visit to Paris in September 1869 (fs. 98-101). Foreign affairs: France and Prussia: outbreak of war (July 1870); question of British neutrality. Prussian victories and British rejoicing"..... the wonderful news ..... Napoleon has been snuffed out like a candle" (Granville, fs. 252-3). Questions of armistice terms and recognition of a French republic; speculation on Russia's attitude. Siege of Paris and French resistance. Correspondence: Lords Granville, Dalhousie; R. B. Morier; Count Bernstorff; J. T. Delane; King of the Belgians; R. Lytton. Foreign affairs: The Eastern question: Russia, Turkey, Greece and the Balkans. Russia renounces Black Sea clauses of Paris 1856 treaty; concern among the powers but Granville considers that"..... (they) are none of them ready, or anxious for war, although they talk big" (fs. 298-99). Question of a conference. Robert Lytton's report (fs. 308-23). Correspondence: Lords Granville, Clarendon; Sir C. Trevelyan; R. Lytton; Sir H. Elliot and others. Foreign affairs: U.S.A.: the Alabama claims: Signing of Clarendon - Johnson convention (1869 Jan. 14); treaty rejected by U.S. Senate (Apr. 13). Correspondence: Lord Clarendon; Sir R. Palmer; John Bright. Foreign affairs: African exploration: Lord Clarendon will not give Samuel Baker's expedition"any great countenance" and considers that Baker's objective of the extinction of the Nile slave trade"is a blind" (fs. 127A-8). Colonial affairs: J.R. disagrees with the policy of reducing British colonial garrisons. Troops in Canada and requirement of a contribution from"that powerful dominion" (Cardwell, fs. 48-51). Personal: Queen Victoria's gift to J.R. of Landseer prints (fs. 62-3). Personal: Letters to J.R. from his children, nephews and nieces; question of selling Rodborough Manor (fs. 148-9). Personal: J.R's moral philosophy: his quotation from Cicero-De Officiis: the fundamental principles of justice (fs. 343-4).
